How Do I Enter a Defect Against PHP ODBC Extension?

I have discovered a defect in the PHP extension, odbc.so.  Specifically the
function "odbc_fetch_array" is not properly handling boolean values from
postgresql on 64bit systems.

I'd like to enter a defect, how can I do this?
