Hi,
Translators: are those who are responsible for translating the english
source by editing the php manual XML files
Reviewers: are those who review the translations which have been done by the
Translators, correct mistakes and fix format.

You're welcome to ask, actually everyone should ask because the operations
now are not clear enough
