arabic docbuilds

Hi,

Does anyone have an idea on why the Arabic builds are only half done? I 
mean http://www.php.net/manual/ar/preface.php works as a lot of other 
pages, but http://www.php.net/manual/ar/ only displays a directory 
index, since there is no manual index generated. This is why this 
language is not listed among the available ones. The files on the server 
are quite actual (july 17, 2004), so it was built recently.
