Odd characters in yesterdays English CHM file

I just downloaded the English CHM file that was updated on October 18th. 
All of the next, previous and up links show up as "????" as do the 
section titles. I followed the directions for Unblocking the file in 
Windows XP SP2, but the problem persists. Is anyone else noticing this? 
Is there a fix or new version on the way?
