A sect3 needs to have other elements in there too, that's why it is not 
'finished', see: http://www.docbook.org/tdg/en/html/sect3.html
(afaik it should have atleast one <para/> in there). In the English 
version this file is simply not used at all, so I just commited the same 
fix to the EL tree. That fixed it for me.
