for the same reason we don't try to translate the php syntax into hebrew. whats about:
עבור(א=1;א>12;א++) פונקציה_כלשהי()
anyway, there is minimum english u must know ( i actually, does't know more then that minimum) to program php, so the convention (just looks at all the translations) is to include the proto with it.

btw, hopefully u already
1. update all ur phpdoc cvs source
2. run autoconf again
3. u may want to edit the manual.xml file after configure for quick build process

now, just look how the page is looks[1] with this hebrew\english hybrid proto, IMHO its just confusing.
