for now, i'm maintain up to date version of the fixed hebrew manual on http://moshe.i-com-it.com/phpdoc-he/html/
downloadable version is on http://moshe.i-com-it.com/phpdoc-he/files/html.tar.gz

i'm updating the manual once a week.
i still working on way doing it more standard way hacking the xls but that can take weeks.
