hebrew characters in forms

Hello,
I'm developing a mutilingual site (english, french and hebrew) and I've a
problem with the forms in hebrew. When I enter hebrew caracters in fields
I don't recover them but only unreadable latin caracters.

In the head of all hebrew page I've put charset = "windows1255".

the problem arrives only in the forms. All hebrew texts of my page are
readable without any error (this texts are entered in the page as "&#xxxx"
where xxxx is a number.
