I have just found your request on my TODO list, and it seems you have 
been forgotten. The copyright statement is not correct. First it should 
link to the copyright file included in the manual. The "PHP 4 Manual" 
title is not correct, the current manual contains notes for PHP 3 and 
PHP 5 too, so "PHP Manual" is correct. The year is not right, it should 
be the same range as in the copyright section of our manual (not only 
2003). Apart from that you are free to redistribute our manual in case 
all the pages are available in the distribution without modifications.
