Dear Sirs,
 Please, I am interested in re-publishing the PHP Manual with the intent of 
wideing the knowledge of PHP which is very scarce here in Africa.Personally, 
I am founding PHP interesting especially when fused with MySQL (another 
open-source).
 I will be needing your authorisation for this purpose.
