You should consider using <!-- EN-Revision: --> comments to make it
easier on yourself checking the up-to-date status on the files. See:
http://doc.php.net/php/dochowto/translation-revtrack.php#translation-revcheck-comments

Also, I am pretty sure we explicitly send out utf8 headers without
checking the actual content encoding...

Philip: Shouldn't we update the doc skeletons? They are using latin-1
for whatever reason.
(I thought we already updated them..)
