[RFC] Comment on RFC::Documenting Unicode support

Nuno Lopes (http://doc.php.net/user/nlopess) has commented on the proposal for RFC::Documenting Unicode support.

Comment:

Just to make sure we are all thinking in the same:
we should only touch in functions docs if they have some special behavior
in unicode mode (namely the string handling functions), but we don't need
to add a note on "easy" functions like tidy_get_release(), bc_*(), gmp_*()
and so on.
