JpGraph upgraded, docweb now requires PHP 5+

Hello all,

The bundled JpGraph has been upgraded to v2.1.4 (from v1.x.x) because  
the future docweb (doc.php.net) server is running PHP 5. This might  
break some things but eventually any remaining kinks will be worked  
out. We could support multiple versions of PHP by having both JpGraph  
trees (1.x.x and 2.x.x) in CVS but... it doesn't seem worth it. The  
docweb INSTALL file has been updated to reflect this new requirement.

Due to the large commit, the diff didn't make it to the mailing list  
so this is a heads up. A few files were added but still all of  
JpGraph isn't in docweb CVS, only the files we use are. Also note  
that jpg-config.inc was renamed to jpg-config.inc.php

In my haste I broke the current doc.php.net revcheck so... that's  
unfortunate. It'll be fixed soon with the new server.
