I tried looking around a while ago, but I'm not sure if cron jobs and setup
things are still driven by what's in the systems git repo, or just edited
on the box, or some other way of making changes.

Are you sure? The docs on docs.php.net are showing the PHP-7-style return
types, which only got merged to PhD recently.
(Aside: I'm still working on getting PhD upgraded in the normal docs build
setup, any help there would be appreciated).
