Since end of december the sources for the PHP-Documentation are no
longer on svn but on git[1]. Therefore karma has been removed for SVN
access and transfered to accessing the respective repositories at
git.php.net. As a result of that edit.php.net is no longer able to
commit files as it a) tries to submit them to SVN (which is no longer
the source of truth) and b) it uses your karma for that (which was revoked).

Feel free to checkout the spanish documentation from git, do the changes
there and commit them back to git.php.net
