revcheck.php rewrite to git now working!

Hi,

With my thanks to Nilgün Belma Bugüner, I pushed the
doc-base/scripts/revcheck.php rewrite for git today. It's incomplete,
compared to the previous SVN version, but functional enough to be useful.

Comments are welcome, and patches now can be done directly on the official
repository.
