Hi Hassan,

apparently, the Arabic translation[1] as well as the mailing list[2] are
abandoned for four years, and I presume that none of the former
maintainers is still active in any way.  I don't know about the existing
translation, but presume that it is so outdated, that it might not be
salvageable, so a clean start may make more sense.

If you're sure that you want to take on this huge task (and it is a huge
task), I suggest that you start the translation effort in your own
Github repo, and that you try to gather a translation team by whatever
means.  If that succeeds, and you made some progress, that repo could be
forked by the php organization, and if considered sufficiently complete,
the translation could then be marked as active again (to be available on
php.net/manual).
