I think the principle is sound, but suggest refining the criteria slightly, just to avoid the crowd-sourced nature of the votes themselves causing us problems. For instance, set the threshold slightly lower (e.g. score <= -5, rather than score <= -1) and maybe keep those with "mixed reviews" (e.g. 25 upvotes and 30 downvotes may indicate something's going on that's worth reviewing).
