Anyway, there is an out-dated Arabic translation in the old SVN repo[1], but it might not be worth to build upon that. So probably everything would need to be translated again (and then maintained) – more than 10,000 pages. That requires a lot of time, so I suggest that you find others which are also interested in helping with the translation (maybe Hassan still is[2]). Then you may consider to set up a repository under your account, and after some initial translation is done, we may consider to move it to the php organization (although I'm not sure if any of the existing contributors could even review your translation).
