Farsi/Persian translation

Hi,

about 20 days ago a friend of mine and I have started translating the documentation and pushing it to https://github.com/elamir-ir/doc-fa as there wasn't a doc-fa repo on php's account, there are already some pages translated and I'll appreciate if anyone who's interested joins us!

when this gets finished or at least 10% of the most visited/used pages are fully translated (as Christoph mentioned) we can ask for it to be proofread and integrated based on what I've grasped from the translation tutorial on the website (correct me if I'm wrong)
