Task management

So, i think we're pretty aware of our tasks.

first, usephp - or the website which will manage the blatant promotion of
PHP. This i feel is best handled by Damien, so he'll take charge of this -
if no-one else disagrees :)

secondly, the peer site, for evangelising the use of php, and creating a
pure developers site, i'll grab ahold of that.

finally, the UG network, i think Peter could manage that.

and for the security site, i agree, it's very important to do, but perhaps
we should concentrate on these 3 core aims before expanding?
