i don't see how that is a different option. it appears the real options
are:

1. you run some standalone ircd/services on some machine you control
   and we point irc.php.net.
2. we point irc.php.net at some existing irc network (and, in fact, we
   currently do this).

neither option solves the (apparent) problem of people using
'unofficial' channels on efnet, or ircnet, or whatever irc network they
choose to frequent. (or choosing not to bother with irc at all.)

and i think it is painfully obvious that given the choice between
utilizing an existing irc network, and setting up a standalone server,
it makes more sense to use an existing network.
