hmm, for publicity, i think a posting on the main page of php.net/zend.com would be sufficient, together with a post to php.* newsgroups. 

this would ensure that only people intrested in php will be exposed to this list.

could it be a new section? together with faq | support, etc
it could be catagorised with "success stories" or "case studies"

as in (b), we could set up a form on the page for people to fill in, and placed in a queue (something like bugs.php.net) and wait for authorised personal to approve it(and maybe check the language in the meantime), once approved, it'll show on the main evangelist page.
