Do you have zero time? CakePHP. Do you have *some* time? KohanaPHP/CodeIgnitor. Do you have plenty of time? Zend framework. Zend's performance hasn't been a real issue for a while-- it doesn't lag far behind CakePHP. But do yourself a favor and lookup some *recent* benchmarks and see for yourself. I personally prefer Zend where I can use it. It's got a lot of power that you don't *have* to use, and it typically (and gratefully) forces you to do a lot yourself, so you're churning out code you understand and trust. It also has a lot of functionality built out for you, saving you more of the monotony. However, if you really want to save time, go with something like CakePHP. Infact, it's just important you use a framework. Any framework.
