Details - For one of my projects I made a JPG scrambler/descrambler. It's not possible to save JPG-files using GD for this purpose because it doesn't deliver sharp results even at Q100.

Exporting to PNG and using image magick via command line gives perfect results at Q90 however.

Is there a way to improve imagejpeg to produce crisp images?

The image attached shows the issue clearly.
