I now realized that invoking libtoolize is not needed after all: it is
included automatically by automake.

Attached patch no longer invokes libtoolize directly, but still adds
support for custom options to the invoked bootstrapping tools, and also
makes CVS ignore libtool-generated files both in root dir and in config
subdir.
