i am new to compiling libraries so it might be that i am missing some tools.
here's what i got when i tried to compile libgd in mingw in windows xp:
 gcc -DHAVE_CONFIG_H -I. -I. -I. "-IC:/PROGRA~1/GnuWin32/include/freetype2"
"-IC:/PROGRA~1/GnuWin32/include" "-I/c/PROGRA~1/GnuWin32//include" -g -O2 -MT
gd.lo -MD -MP -MF .deps/gd.Tpo -c gd.c  -DDLL_EXPORT -DPIC -o .libs/gd.o
gd.c:245: error: failure in redeclaration of 'gdImageColorClosestAlpha':
dllimport'd symbol lacks external linkage.
gd.c:245: confused by earlier errors, bailing out
make[2]: *** [gd.lo] Error 1
make[2]: Leaving directory `/d/tmp/src/gd-2.0.35'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/d/tmp/src/gd-2.0.35'
make: *** [all] Error 2

i ran configure like this:
./configure --prefix=/usr/local --with-freetype=/c/PROGRA~1/GnuWin32/

and got the following summary:
   Support for PNG library:          no
   Support for JPEG library:         yes
   Support for Freetype 2.x library: yes
   Support for Fontconfig library:   no
   Support for Xpm library:          no
   Support for pthreads:             no
