Hola,
el mejor editor que existe es PHPEd de Nusphere. Si quieres uno gratis 
pues eclipse o Netbeans, ambos vienen con integracion en PHP, aunque el 
único que ha sido profesionalmente concebido para PHP es el PHPEd, tiene 
un debbuger que es muy bueno.
