i'd go with "tags" over categories, because you can add multiple tags
to a single blog post.

table posts:
postID integer
...

table post_tags:
postID integer
tagID integer
tagPercentageApplies float /* optional, not the industry standard */

table tags:
tagID integer
tagName varchar
