Doing something wrong?

I've got a new machine set up with SUSE12.3 but while it has PHP5.4, Apache is still stuck at 2.2, so I've downloaded and built 2.4.4 and PHP5.4.15 along with the modules I need but I'm having trouble actually getting it to load the 'Additional' .ini files. phpinfo is showing the change of location of the php.ini file, but nothing for the 'Scan this dir for additional .ini files' while the Configure shows '--with-config-file-scan-dir=/opt/apache2/conf/php5.d' What am I missing?
