Yes, as I indicated:

to the "-owners" addresses. [Looking back i see that I sent to the
-internals and -db owners, but not the -general owners. Nothing has
been done on those and I suspect they will change/update their
mailing list software as a common effort for all the lists.]

Since the probes don't get rejected I haven't gotten kicked off the
php lists, yet. 

This is an issue that anyone who runs a mailing list should be aware
of by now. Yahoo has had their DMARC setting at "reject" for more
than a year. I have heard that gmail is enforcing DMARC (I haven't
had a chance to confirm this), Yahoo does and other major providers
are starting to too, so increasingly list mail will bounce unless the
list owners update their software.
