Where (urls) are you accessing the rss feed from (for both browser
and rss reader)? I just went to:

 <https://news-web.php.net/group.php?group=php.general>

which is the official site, with a browser and had no issues.

Also, there's a "list-help:" entry in the message headers (as is
standard). If you use that address I believe you will get information
on how to contact the list administrators -- not that your issue is
really a mailing list issue.
