Why Zend extension can't be built statically?

Hello! My question as the mail title says, why zend extension is not
same as php extension that can be built statically? Is there some
considerations may php developers  cares?  I googled for this question,
but there was no answer for it. I would appreciate it if  you could help
me with that !
