Yes this is a good place. Depending on your idea we can look for a
possible mentor. You can also join #php.pecl on the EFNet IRC network.
Most people there should be able to tell you whether your idea might be
interesting for us and help finding a mentor.

Please be aware of the fact that we're not that much interested in
things done using PHP (there are a few case by case exceptions like some
infrastructure work) but improvements to PHP on C level.

In the last years we had quite some proposals about yet another CMS or
Framework and such, which we're certainly not interested in, while in
general coming up with your own idea is better than simply copying a
suggestion by us so please tell more!
