Basically it's when one of the two or three people (including myself)
who write overrides or work on the source have a need for it (since
clist is deprecated that's probably not going to happen anytime soon) or
have time to do it just to finish it off.  Probably the best way to get
it done is to pay someone a little bit to do it if you really need it,
otherwise it's a matter of where is the override on the priorities
list...  Unfortunately with my new job and working on PHP on windows
support stuff I'm short on time at the moment.
