Patch-Request: Fixes for confutils.js

Hello,


I attached a fix for conutils.js.
It does two things:

1. It writes a blank line to Makefile.extensions because there's an aborting
error when configure.js reads it and it is completely empty.
2. I moved !ENDIF out of the if() because !IF will always be written in the
for(), so !IF need to be endet by !ENDIF always and not only if there's an
!ELSE.
