Very sorry all, there was a typo in my original question. It shows PHP being
compiled with thread-safety on, and the php_gtk2.dll module compiled with it
off. the error is actually:

Module compiled with module API=20060613, debug=0, thread-safety=0
PHP compiled with module API=20060613, debug=0, thread-safety=1
