PHP-GTK : Conversion of gtk apps to exe files

I am trying to create an application that would connect to the internet and get me the day to day weather information. My questions are: 1. Is it possible to convert it to a .exe extension? 2. I talked to someone in in the irc node and what i understood was it was not possible to create standalone app which would connect to a database and retrieve data. Because all systems using the app would require php, php-gtk installed on it. So my question is how come "pidgin works". It was created using the gtk+ module. (I am guessing it does not use php.). and it is has a .exe file. 3. what if i do not want to connect to database and just display the weather info??. Is it possible.
