There is no requirement to use a database.
But will serve to keep dynamic content.
Can be sqlite.
For example, a wiki, news and etc.
It is much easier to make a select to fill a news page than opening an 
.html or .php and stay changing or adding lines of code.
See that up to build a search engine on the site will be better.
