How about: put it in php-gtk-web module somewhere it can see the files in 
manual/$lang (or manual/en if it's only for English).

Probably when the controller script does it it'll do it by rsynching to a 
local directory to actually run it, then rsynch the output back to 
php-gtk-web.

It's also likely to be weekend before Andrei has time to do the systems side 
again anyway, so it gives some chance to run manual tests while we wait. (I 
don't think he'll let me in there again after the hell he had debugging my 
last effort :)
