signal_handler_pending() & co

I still haven't managed to get any sensible answers from this method.

If I try signal_handler_pending() it always returns 0, if I try signal_handler_pending_by_id() it always returns 1, regardless of whether the signal handler actually is pending, blocked, unblocked, or whether the parameter pertaining to it is set at TRUE or FALSE.

All I wanted to know it what it does ... !  because I have it down as returning a unique connection id, but at present it doesn't seem to be doing that at all.  It seems to be returning true or false kinda data.

Is it me, or is it the world?
