So are a lot of us on Windows and without MSVC.  That's why Frank's precompiling a binary  - the download will include a compiled cvs version of PHP, as indeed the existing one does (pre PHP 4.0.6).  Generally Frank's windows binaries aren't far behind Andrei's releases, but this time there've been a lot of changes which affect Windows in different ways to Unix, so it may take a while longer.  I'm sure he's going as fast as he can :) - & BTW Markus there was mention of his recompiling GTK at one point, that's prolly why.
