Thankfully, someone did.  I received an email today from Rasmus telling of 
the new XMMS extension he checked into the PEAR CVS tree.  It's only been 
tested on Linux thus far, and according to the README will need some 
"tweaking" to make it run on other platforms.  It also requires Glade 
support so Win32 usage is out for awhile.  I haven't played with it at all, 
but a brief look at the source code revealed a sample php-gtk script 
showing it's usage.  The extension can be retrieved by doing:

cvs -d:pserver:[email protected]:/repository login
cvs -d:pserver:[email protected]:/repository co pear/XMMS
