User note now can be rated

As per someone's suggestion, you can now rate user notes in the manual.

You'll see a list of ratings 1 to 5 for each note.  Click on the score you
feel
like giving the note and the page will reload for you.

- notes need 3 votes to show up
- new notes (<3 votes) are shown first, then the rest with higher ratings
first
- CVS users can reset the votes or force a rating

It's not perfect, and there isn't much abuse checking, but it works. :)

CVS users keep this in mind: if you feel like giving something a high
rating, you
should think about adding it to the documentation instead.  If you feel like
giving
something a low rating, maybe you really meant to reject it.
