cross compile php problems

hi im tring to cross compile php with this command lines:
export CROSS_COMPILE=arm-none-linux-gnueabi-
export CC=${CROSS_COMPILE}"gcc"
export CXX=${CROSS_COMPILE}"g++"
./configure --host=arm-linux --target=arm --with-libxml-dir=/opt/libxml --prefix=/opt/php
but this its the mistake:

what am i doing wrong??
