Sorry, it was just pointed out in a different thread that the discussion in
this thread went off-list. I didn't pay close enough attention to notice
it. The solution to this particular problem was delete the existing
installation of PHP, and then do a clean install using the native drive
("--with-mysqli" and no path to the MySQL stuff specified).
