I do not think we can without asking the users to actually install it.
Or it won't get updated later then. So no, I am not in favor of bundle
it.

Wamp, xamp. apachelounge, apachefriends, etc. There are dozen ways to
do that. We should list them if not already done. All of them rely on
the php.net's binaries.
