Everything you said is correct. While PHP uses mostly only Win32 APIs (not POSIX-like) the limit could be higher but then all libraries do not, which makes the 512 limits valid. A ini settings could make sense. I will see when we can do it, will most likely be 5.7 or 7. May I ask you to open a feature request at bugs.php.net so I do not forget pls?
