libpq.dll included in Windows distribution?

I remember reading a long, long time ago that there was an agreement
with the Postgress devs to leave libpq.dll out of the Windows
distribution zips. Windows users should always get their own copy from
the Postgress site.

Nowadays libpq.dll is included in the zips.

Is my memory wrong? Was the agreement changed? Or does not anybody
remember that agreement?
