If it helps: I can open a Remote Desktop Connection to a Windows 7 Pro
virtual machine (running on the win2k8 server). It is a minimal Win7
installation, with only the VC14 redistributable as additional install.
On that machine the following happens with PHP 7.1.4 + php_apcu.dll x64
